Modifying wheels bigger from its original size would make the engine work harder to be able to rotate them. It’s because the wheels have bigger magnitude of mass which would require the engine to produce more force to move them.
That’s the reason why fuel would be consumed more when cars have modified wheels to the bigger size. In addition, if the wheels have higher magnitude of their density then the standard ones, it would be more consumptive for the fuel.
